2021 FISU WUG Summer Executive Committee Convenes First Session, Preparations in Full Swing

The Executive Committee of Chengdu 2021 FISU World University Games Summer convened its first session through video conferencing on the morning of July 1. The meeting was attended by representatives from the Ministry of Education, General Administration of Sport of China, Federation of University Sport of China and Chengdu Municipal People's Government.

 

 

With a Director of Operations, a Director of Sports, a Director of Construction, an expert advisory panel, and 22 departments in place, the Executive Committee was set up in June 2020 with the approval of the Organising Committee of Chengdu 2021 FISU World University Games Summer. The organisational structure is designed to ensure that all of FISU's requirements for the Games will be met and the Games will be delivered successfully.

 

 

At the meeting, the committee reviewed the preparation progress of Chengdu 2021:

 

For the construction of venues, facilities and the WUG Village, both establishment and renovation work on 49 sites are proceeding strictly by international standards. To date, 13 new venues have been capped, and the renovation work on 36 existing venues is well underway. New buildings in the WUG Village and the Main Media Centre have all been capped.

For sports and venue operation, a sport-centred and venue-based organising and management model has been implemented, which will be fully supported by district-level governments. 14 venue cluster committees and 40 venue operation centres have been set up. The General Competition Schedule has been finalised. And efforts for venue operation planning, sports equipment preparation, model venues construction, services for technical officials and doping control initiatives are all gathering pace.

 

For activity planning and promotion, a global solicitation for creative ideas for the opening and closing ceremonies was organized. The selection of the director teams for the ceremonies has been made and the screening of the creative ideas is underway. Official sponsors have signed the agreements, and the first officially authorized merchandise store has opened for business. Partnership agreements with China Media Group and Xinhua News Agency for the development of the Main Broadcasting and Press Centres are also being finalised. Chengdu 2021 official website has been launched in 4 languages: Mandarin Chinese, English, French and Spanish. The second review of the solicitation for the 2021 FISU WUG Summer look and feel has been completed, and meticulous efforts are being made to plan key events including the One-Year Countdown Ceremony, the flame relay, and the release of commemorative stamps. Events are held across the city to welcome the Games, with countdown devices installed at a host of iconic locations.

 

For sport related services, FISU experts have been engaged in assisting  formulating plans and training personnel in areas such as foreign liaison, medical services, security, accreditation, reception, transport, IT, and volunteer services. With the completion of the Master Plan for Information and Telecommunications Technology Development for 2021 FISU WUG Summer, all relevant areas within the 4th Ring Road will achieve 5G coverage in the outdoor areas. Sound plans for the overall medical resources allocation and delegation invitations will be drawn up, and the protocol team and leading volunteers will be assembled and fully trained.

 

For environment improvement of the city, ongoing efforts, grounded in the principle of "hosting the Games for the city and for the citizens", are being made to improve the environment around the city. Construction is expedited on key theme parks and major cultural and tourism sites, in order to create better environment at the scenic areas. Construction is gathering speed also in the rail transport network and the slow traffic system, which will offer a system of convenient transport services. And forward-looking plans are being drawn up to ensure proper post-event utilisation of FISU WUG venues, to support the public's fitness needs, training of sports talents and the hosting of events.

The committee also discussed plans for the next steps.

 

The preparation for Chengdu 2021 will break into a sprint in August 2020. In the next phase, venue construction will be accelerated to ensure the completion of all new-build and renovation projects by the end of April 2021. Proper preparations will be made for delegation invitations, with plans to send out invitations and open up the accreditation system to all delegations by August 18. The Master Plan and operations programme for the WUG Village will be optimized and good preparations will be done for the Head of Delegations Spring Meeting in April next year. At venue operation centres, teams will be assembled and trained, the General Competition Schedule will be released, and venue operation planning and construction of model venues will be expedited, with drills performed at the latter. The planning and preparations for the opening/closing ceremonies, the flame relay and One-year Countdown will proceed at an accelerated rate. Efforts to strengthen services such as medical services, security, catering, transport, foreign liaison, accreditation, logistics, human resources, IT and volunteer services will be enhanced. And efforts will also be made to improve the environment in relevant areas and the peripheries, and to lift the quality of the city's functionalities.
