Announcement of the Global Soliciation for a Key Visual Design of the World University Games Chengdu 2021
The 31st Summer World University Games Chengdu 2021 (hereinafter referred to as the "World University Games Chengdu 2021") will be held in Chengdu, China on August 18, 2021. We are currently gathering submissions from the public on their key visual design of the World University Games Chengdu 2021 through the official website: www.2021chengdu.com.
(i) About the World University Games
Sponsored by FISU, the Summer World University Games is a world-class multi-sport event for university students around the world. It is only second to the Olympics in scale. The Summer World University Games first began in 1959 and has been held every two years since its creation. There have so far been a total of 30 sessions held, each of which has gained the active support and extensive participation of countries and regions across the world.
Chengdu is the capital of Sichuan Province, and is a rather large central city located in the west of China. The city is famous for its history and culture. With an old civilization of more than 4,500 years and a city history of over 2,300 years, Chengdu is known as the "Land of Abundance", the "International Capital of Cuisine", one of the "best tourist cities in China" and the hometown of China’s national treasure, the giant panda. We hope to gather the world's young people together in 2021 through this collection activity with the expression of a key visual design . We welcome you to the city of Chengdu and hope you can achieve your dream here.

II. Activity Schedule
Time of collection: Starting from 9:00 am on April 20, 2020 until June 1 17:00 pm
Time of review: Between June 2 to July 31, 2020
Announcement of results: August 18, 2020
Time of exhibition of excellent works: August 16-20, 2020
The organizer is entitled to adjust the review time and the schedule thereafter according to the actual work progress.
III. Collection Content
The key visual design of the World University Games consists of a panorama master plan and a set of segmented and extended graphs that contain such visual elements as core graphics and color systems. Together the key visual design , slogan, emblem, and mascot constitute the image element system of the World University Games.
The panorama master plan must be presented in the form of a poster, contain a complete composition, be easily recognizable, maintain a clear theme, express strong artistry, and be systemic and malleable. It should be capable of being used independently to complete the core visual communication of the World University Games, and able to be organically segmented and extended for a variety of visual scene application. The segmented and extended graphs should follow the graphic elements and color systems of the key visual design in order to maintain harmony, unity, and adapt to the scene functions.

4. Application of key visual design
The key visual design (panorama master plan and any segment of it) will generally be used for official posters, exhibitions, outdoor advertisements, competition venues, urban landscaping, signs, vehicle appearance, clothing, accessories, supplies for sports event (work permits, envelopes, letters, backpacks, badges, tickets, etc.).
Meanwhile, it may be subject to secondary creation and then applied to other carriers and media as needed.
All award-winning works will be exhibited at Kuanzhai Alley and Chengdu Museum in Chengdu, China.
5. Additional information
It is optional to add the font design of "2021 Chengdu" ("2021 成都" in Chinese) to the key visual design .

Gold, 1 winner, RMB 80,000

Finalist award: 32 winners, RMB 1,000 and 1 match ticket of the World University Games Chengdu 2021 per winner
VI. Way of Submission
Participants should fill out the form and upload the proposal on the designated webpage of the official website: www.2021chengdu.com of the Chengdu World University Games 2021
VII. Submission of Work
Each scheme set should consist of the key visual design work itself and include an introduction to the design. Each scheme may contain multiple drawings of the design, and should be uploaded and submitted in the form of "key visual design panorama master plan + multiple segmented and extending pictures (compressed file or attachment)". Each person (or group) is allowed to submit a scheme up to a maximum of 10 times.
The key visual design graph should be in picture format (.jpg, .jpeg, .png), while the attachment should be either a PDF file (.pdf format) or a compressed file (.rar, .zip or other formats). The file resolution should be no less than 300 dpi, and the file size should not exceed 30M.
2. Design introduction
All works submitted should be accompanied with an introduction of the graphic design, including the graph size, proportion, color tone, basic elements and design concept. The design introduction may be written in either English or Chinese and must be submitted at the same time as the key visual design work.
The Organizing Committee for the World University Games Chengdu 2021 will not accept any work submitted after June 1, 2020 17:00 Beijing time.
Submissions will not be returned to participants.
VIII. Review Procedure
All works will be reviewed as a set.
(i) Preliminary screening
The Organizing Committee for the World University Games Chengdu 2021 will conduct a preliminary examination of the submitted works based on the requirements of design and submission. Works that do not adhere to the requirements will not be considered. Submissions will be considered ineligible if one of the following issues occurs:
1. Delay in delivery;
2. Failure to meet the design or submission requirements
3. Containing unidentifiable drawings and texts, incomplete or shoddy content;
4. Submissions that are not-original, involve plagiarism or constitute infringement on the copyrights of others.
(ii) Preliminary review
Submissions that have passed the preliminary examination will be subject to a preliminary review of by the "Preliminary Review Committee" according to the relevant procedures, where the judges will produce a list of candidates through secret ballot.
(iii) Secondary review
Submissions that have passed the preliminary review will be subject to a secondary review by the "Secondary Review Committee" via secret ballot, and a list of award-wining submissions will be generated based on the voting results.
(iv) Plagiarism check
Beginning from the preliminary review, the Organzing Committee for the World University Games Chengdu 2021 will conduct a plagiarism check at each stage for all the shortlisted works. Non-original works and those that are suspected to involve plagiarism will be regarded as ineligible. Afterwards, the Organzing Committee will announce the final results to the public through media. In the case that an award-wining work released is found to be not original, the submission will be disqualified, and the final ranking will be postponed accordingly. However, the plagiarism check shall not be deemed as an overall review of the originality of the works submitted. Nor shall it be regarded as a waiver of the right by the Organizing Committee of the World University Games Chengdu 2021 to prosecute the suspects of plagiarism for infringement.
IX. Related Statements
According to the relevant laws and regulations of China, for "participants" or "authors" who submit their works voluntarily, the organizer will deem that they have made the following irrevocable statements on the copyright of the works submitted:
(i) Originality statement: The final works submitted are all original works of the participants. The works submitted or any materials used to create these works do not infringe on others’ patent rights, copyrights, trademark rights, and any other legitimate rights. The final works submitted have not been published in newspapers, magazines, websites or other media, nor have been applied for patents or registered copyrights or used in commercial channels in any form. After submitting a work to the organizer, the participant should not disclose, publish, use or develop the work submitted in any form at anywhere in the world, nor should the participant authorize a third party to do so until this collection activity ends and it's confirmed that the work is not in the list of awards. Otherwise, the organizer will cancel its qualification for being shortlisted and awarded, take back the cash award and reserve the right to pursue legal responsibility.
(ii) Ownership of the intellectual property of the award-wining works: Participants of all award-winning (gold, silver, bronze, excellence and finalist awards) works must commit and recognize that they are commissioned by the Preparatory Committee for the World University Games Chengdu 2021 to create works, and all the intellectual property rights of their works, including ownership and copyrights, belong to FISU and the Preparatory Committee for the World University Games Chengdu 2021, or the third parties recognized by FISU and the Preparatory Committee respectively. Participants shall not disclose, publish, use or develop the works submitted. Nor shall them authorize any third party to do so. Participants undertake not to exercise and claim to own the copyright-related personal rights (including the right of signature) of their works or the same based on the derivatives. Authors of the award-wining works agree to grant FISU and the Preparatory Committee for the World University Games Chengdu 2021(including third parties recognized by the Organizing Committee of the World University Games Chengdu 2021) the right to modify and publish the winning proposals at its own discretion.
(iii) The participants commit that the organizer is entitled to use, develop, authorize, license or protect the final award-wining works in any form at its own discretion without any interference or restriction from the participants or any third party. The above-mentioned acts may be conducted on any carrier (including carriers that are not known to the current cognitive field), or in any form including but not limited to written or electronic forms. Participants do not have the right to request any special rights or share any rights and interests obtained by the organizer from the above-mentioned acts.
(iv) In case a work submitted involves plagiarism or violates a third party's legitimate rights and interests (including but not limited to infringement against the third party's copyright), or if the organizer has to face the claims, complaints, litigation, arbitration, etc. of any third party, or suffer any loss in goodwill and reputation, direct or indirect economic loss due to the use of such work in any form, the sponsor and the organizer should not assume any responsibility for the negative effects. No matter whether it's the fault of the participant or not, the participant should take sufficient and appropriate measures as required by the sponsor and the organizer and bear the expenses to ensure the legitimate use of the work by the sponsor and the organizer and avoid any impact of any of the above requirements. Participants shall compensate all the losses caused to the sponsor and the organizer.
(v) Before submitting works, participants are required to read, fully understand and agree with the above clauses carefully. Once a work is submitted, the participant will be deemed to fully agree with the entire content of this announcement. The "sponsor" mentioned in this announcement is the "Preparatory Committee for the 31st Summer World University Games 2021", while the "organizer" refers to the "Chengdu Media Group". Chengdu Media Group reserves the right to the final interpretation of this collection activity.
